
What is D3?
D3 – Developing Digital Data literacy relates to the need for information literacy for all citizens in Europe. Eradicating present-day problems such as the rise of populism and mis-information in all its forms and dimensions is one of the greatest challenges faced in Europe.

The D3 project is focused on the use of digital technologies, open data and key competences in schools. The goal is to address skills mismatches whereby young people leave school with low or no levels of data literacy, as defined by the EU DigComp Conceptual reference model, as well as relating directly to citizenship through digital technologies. These skills gaps have been recognized by the EC as critical to transform education and consequently economic and social conditions across Europe.
D3 stresses the fact that all students need digital citizenship skills to participate fully in their communities and make smart choices online and in life. As a result, D3 – Developing Digital Data literacy aims at empowering learners to be active citizens with others in online spaces and showing that digital citizenship goes beyond personal responsibility requiring innovative pedagogies and methods for teaching, learning and assessment.
The D3 project is designed to apply the framework of a digital citizenship educational paradigm, by providing innovative mechanisms (curricula and engagement structures) resulting in learning and engagement opportunities to integrate digital technologies and open data in schools.
As a result, the project will produce the following outputs:
IO1: Review school curricula and qualifications, open data tools
This review is relates to the EC Digicomp framework and provides a capacity building tool by identifying opportunities to integrate open data and digital data tools into secondary schools and responsive to the “digital data skills” gaps. Download the review
IO2: Teacher Training Course
The training course will focus on competences related to digital technologies and data literacy key competences in initial and continuing teacher education and training
IO3: Teaching resources on democratic engagement and open data
These teaching resources will provide blueprints for teachers to use digital data and information tools to help build critical engagement and active citizenship.
IO4: A Gallery of Case studies
These will aim to demonstrate pedagogical approaches dor developing digital data literacy in secondary schools. A series of Multiplier events will be organized to promote and share these outputs and engage and enthuse teachers and educators to adopt ‘digital data literacy’ with ‘active citizenship activities’ in school situations.
The first output is a review of open data, school curricula opportunities, qualifications and digital skills. The purpose of the report is to inform the D3 project related to the training course for teachers and the teaching resources for using digital data in schools.

Summary
The report offers an overview of digital data literacy opportunities in terms of school curricula, qualifications and availability of digital open data tools in secondary school. The comparative review is based on the EC Digicomp 2.0 framework and provides a capacity building tool through the identification of flaws and possible opportunities for improvement in secondary schools, in order to overcome “digital data skills” gaps.
